REQUEST FOR PROPOSALS
BUILDING OFFICIAL AND CODE COMPLIANCE SERVICES
The City of Benton Harbor is seeking proposals from qualified professionals or firms to fulfill the role of Building Official and manage the city’s Code Compliance Department. The selected contractor or individual will exercise legally mandated authority to administer, enforce, and interpret all adopted construction codes, laws, and municipal ordinances.
All bid proposals must be submitted, via email to tmoore@bhcity.us, or delivered in person or via mail in a sealed envelope clearly marked with “RFP – BUILDING SERVICES” on or before 4:00PM EST on September 18, 2026 to:

The City of Benton Harbor reserves the right to accept or reject any or all proposals without recourse, to waive technicalities or to accept the proposal which in its judgment best serves the interest of the City. Cost of submitting this proposal is considered an operational cost of the proposer and shall not be passed on to be borne by the City.
The request for proposal, in its entirety, is available for review in the City Clerk’s Office, located at 200 E. Wall Street, Benton Harbor, Michigan, 49022, Monday through Friday, from 8:30 a.m. to 5:00 p.m. and on the City’s website at www.bhcity.us
