January 9, 2023
Regular meeting called to order at 7:00 pm.
Roll Call , Present; Gordon, Mitchell, Osburn & Mangold. Absent; Zabel
Public Comment; None
Agendas;
Motion by Mitchell, support Gordon, to approve the Agenda adding the B.O.R. Resolution to Item #8 in in New Business.
Motion carried .
Motion by Mitchell, support Gordon, to approve the Consent Agenda wit h Adju sted Bill s To Be
Paid estimated total of $35,076.44. Roll Call;
Ayes: Mitchell, Gordo n, Osburn and Mangold, Nays; None, Absent ; Zabel. Motion carried 4-0-1
Old Business;
1. Mitchell gave an update of th e Phase II of the Spring Creek School Restoration Project. Mlitchell reported that an extension has been asked for and granted to extend the completion date, on this project t o May 31, 2023, f or final reports. Work continues with th e furnace in place along with duct work and the bathroom has been rough framed. “ Work still to be completed includes drywall, the septic and drain field and the parking area.
2. Fire Chief Dave Flick present ed t he report for the potential Fire Station Addition and Renovation. The Preliminary Budget Proposed Cost of $11,000 was approved on January 10, 2022. Chief Flick requested t hat an additional $3,000 be added. Motion by Mitchell, support Gordon, to approve the $3,000 increase, bringing t he Preliminary Budget Cost to $14,000. Roll Call; Ayes: Mangold, Mitchell, Osburn and Gordon, Nays: None, Absent: Zabel. Motion carried 4-0-1. Chris Brooks, of Breoks Architectural, lnc., presented the proposal with an estimated cost of $2,383,605 along with a summary of his business’s history. This Preliminary Budget Proposal is required in order to submit for grants and sources of other funding.
3. Mangold presented Resolution #2023.0 1.09, adopting The Three Oaks Parks & Recreat ion 5-Year Plan 2023-2027, A Joint Project of the Village of Three Oaks and Three Oaks Township. Mot ion by Mitchell, suppo rted by Gordon, to adopt Resolut ion 2023.01.09. Roll Call; Ayes: Mitchell, Osburn, Gordon and Ma ngold , Nays: None, Absent : Zabel. Motion carried 4-0-1.
4. Mangold reported that Leslie Kaminski has accepted the vacant position on the Planning Commission. Arrangements will be made to start t he on-line training session and to be seated by the February 28, 2023 meeting
New Business;
1. Motion by Osburn, support Gordon, to extend the Winter Tax Deadline from February 14, 2023 to February 28, 2023 wi t hout penalty. Motion 4-0-1 carried .
2. Mangold report ed on a meeting, Wednesday, Decemberzl , 2022 with Philip Goodrich, Comcast Manager of Gov. & Regulatory affairs. Discussed various topics inclu ding Broadband availability, Robin Grant , Spring changeover at Twp. Hall from AT&T to Comcast service and expiration in June, 2023 of 10 Year Comcast Franchise Agreement.
3. Mangold presented letter sent to the Berrien County Road Dept. in protest of suspension of snow plowing on Friday, December 23, 2022 on Primary roads.
4. Mangold informed the Board of the Berr ien County Hazard Mitigation Resolution that will be presented for adoption at the Monday, Febru ary 13, 2023 Twp . meeting.
5. Mangold informed the Board tha t t he 2023-24 Tw p. Budget has begun and a budget formation review meeting has been set for Wednesday, February 8, 2023 with Auditor Alex Schaeffer of Kruggel/Lawton.
6. Registration begins on January 4,2023 for the MTA Annual Conference & Expo at Grand Traverse Resort , April 17-20, 202 3. Housing registration opens on January 25, 2023.
7. The Three Oaks Twp. Hall will be closed on Monday, January 16, 2023 in observance of
Martin Luther King Jr. Day.
8. Motion by Mangold, support Gordon, to adopt a Joint Board of Review Resolution with Galien and Three Oaks Townships as requested by Assessor Shalice Northrup and agreed to by the Three Oaks Twp. Board of Review members . Roll Call; Ayes: Gordon , Mitchell, Mangold and Osburn . Nays: None, Absent: Zabel. Motion carr ied 4-0-1.
